OPPONENTS of open registers fail to recognise that quality open registers are cost-effective, not inexpensive, says Joseph Ludwiczak, general secretary of the Liberian Shipowners' Council.
'Quality open registers are generally well-managed and efficient. An owner who routinely buys and sells ships enjoys a distinct advantage with a high-quality open register, where these transactions can be completed in days, rather than weeks. These registers satisfy the economic and service demands inherent in a modern global market.'
Many traditional registers tend to view shipowners primarily as another source of tax revenue, rather than as customers, he claims. 'Accordingly they may not offer shipowners an equivalent level of service and competitive pricing.'
However, no reasonable person would deny the existence of registers that ask few questions, fail to exercise adequate oversight and control over shipowners and their vessels, and lack the competence and infrastructure to manage maritime affairs ...
