In our previous issues we reported strong disagreement among MPs from the [ruling New Azerbaijan Party] NAP over the resurrection of the system of proportional representation. We noted that a heated struggle was going on between supporters and opponents of the restoration of the system. The struggle has even led to dissension among the state-controlled media.
