OPPOSITION Sen. Aquilino Pimentel Jr. yesterday branded as "useless" President Macapagal-Arroyo's decision to transfer cash-rich government agencies to line departments unless the President yielded her power to allocate the agencies' funds to Congress. "It's a step in the right direction, but the bottom-line is where the funds of these agencies will go. Even if transferred to another department, Pagcor funds will still be unaccountable," Pimentel said in a phone interview.
The Senate minority leader pointed out that the transfer of the government's "cash cows" to other line departments would only be "symbolic" if not matched by the transfer of the President's prerogative to appropriate their funds to Congress.
"This will only earn some 'pogi points' for the President," he said, stressing that these agencies' funds should be transferred to the general fund and be appropriated for "people's use" by Congress.
