THE PHILIPPINES, in the recently held 4th APEC Transportation Ministerial Meeting in Bali, Indonesia, appealed to the developed countries of the Asia-Pacific Economic Cooperation to assist the developing nation-members in the fight against terrorism.

In his opening statement, Department of Transportation and Communications Undersecretary Agustin R. Bengzon, representing Secretary Leandro R. Mendoza as head of the Philippine delegation, urged "developed nations to ease the financial burdens of developing economies in meeting the competing needs of uplifting the welfare of the marginalized and fighting terrorism."

Primary concern

Bengzon stressed that "the primary concern of developing nations like the Philippines is how to allocate limited resources between alleviating poverty and combating terrorism."

After all, he said, "an impoverished populace is fertile ground for potential terrorists."
