BUFFALO BILLS

OFF SEASON GAME PLAN: WR Eric Moulds probably will be a salary cap casualty because he isn't likely to accept a lower-paying deal and become the No. 2 receiver. That's good news for free agent Josh Reed; the team wants to have an experienced receiver who can complement Lee Evans because young WRs Roscoe Parrish and Sam Aiken are unproven. The team could look for a long-term solution at offensive tackle in the draft because LT Mike Gandy is better suited to play guard and Mike Williams, the fourth pick in the 2002 draft, failed at right tackle and left guard and probably will be gone. FINAL GRADES: Offense: F. The rushing attack vanished in the second half of the season, and the team settled for too many field goals. Defense: D. The unit gave up more big plays than it made. Special teams: A. The kicking game was solid, and KR Terrence McGee was great. Coaching: D. The staff was wrong about QB J.P. Losman's being ready to start, and the defense fell off.--Allen Wilson

MIAMI DOLPHINS

OFFSEASON GAME PLAN: Miami needs to improve at quarterback and cornerback. It could draft a quarterback in the first round, nab a veteran or both. It is hoping to have a shot at Vanderbilt's Jay Cutler but might need to trade up to get him, perhaps using RB Ricky William as bait. The club also will keep an eye on veterans Steve McNair, Patrick Ramsey and Aaron Brooks. Look for the Dolphins to bring in two comers with size, speed and cover ability, perhaps one with an early draft pick. CB Sam Madison, whose lack of recovery speed and poor tackling frustrated the team, is likely to be cut of traded. Free-agent CB Nate Clements and likely Jets cap casualty Ty Law will be on the club's radar. FINAL GRADES: Offense: C+. The quarterback play must improve. Defense: B. The run defense was solid. The pass rush came on late. Special teams: B+. Coverage was excellent. The kicking and returns were solid. ...
