MY SYMPATHIES go out to anyone, American or European, who seeks to understand what is going on in "Europe" (as the European Union is quaintly known in the media) following the recent "No" votes in the French and Dutch referenda on the proposed European constitution. He is likely to be more than averagely baffled if he has taken some trouble to inform himself, and he will be completely at sea if he is an official in the State Department or the National Security Council responsible for European affairs.
