What do the ratings assess?

The ratings are a measure of the quality of care provided to adults and children by England's 150 social services departments. The departments are ranked on a scale of zero to three stars - or poor to excellent - to give a simple gauge of their performance. However, to date only 142 overall ratings have been fully assessed - the remaining eight are expected to be published by the end of the year.
