It is believed by experts that the municipality of Hamburg, Germany, might have to offer its local transport operator Hamburger Hochbahn (HHA) and port terminal operator HHLA for tenders, rather than offering them directly to national rail operator Deutsche Bahn (DB). Connex, which belongs to the French group Veolia Environnement, has indicated interest in HHA.
