Tony Blair slammed a West council yesterday after it emerged education chiefs will tell teachers not to punish or blame bullies, because they are victims too.

The Prime Minister said he was "shocked" by new guidance, to be launched tomorrow by Bristol city council, which calls for teachers to adopt a controversial No Blame policy on tackling bullying in the city's schools.

Yesterday, education chiefs were accused of putting children at risk with a "dangerous, reckless" approach which, according to one furious West MP, does nothing for the victims and nothing to make the bullies change their ways.
