HOW nice to move into a house in a new estate which is to be run by a management company. The company will take responsibility for water, sewerage, lighting, roads, footpaths: everything that used to cause so much dispute between developers and local authorities, and so much grief for residents.
One little catch. The householder has to pay the company a fee which might come to 500 or more. As a one-off charge, that seems light enough. But then he or she discovers that it is not a one-off ...
