A vocal critic of Moscow Mayor Yury Luzhkov has been refused registration for the Dec. 4 City Duma elections.
Dmitry Katayev, a Union of Right Forces, or SPS, member running on the combined Yabloko/SPS ticket, complained that he had been unfairly barred from the race after an election official gave him the wrong bank account form for his election deposit.
Election officials told Katayev, deputy for the Cheryomushki district in southwest Moscow, that he had been disbarred Saturday for failing to pay his deposit to the right account.
Another candidate in the district, Igor Nikulin, who was backed by the nationalist Rodina party, was also barred for the same reason. Both men said Monday they would appeal the decision.
The decision will likely pave the way for a close ally of Luzhkov's running on the United Russia ticket, Alexander Semennikov, to win election from the Cheryomushki district.
Semennikov is a former deputy CEO of the supermarket chain Sedmoi Kontinent, whose owner, Vladimir Gruzdev, is a State Duma deputy for United Russia.
