WASHINGTON, Nov. 17 (UPI) -- Trial lawyers reportedly oppose a plan allotting billions for vaccines against avian flu and other pandemic diseases because of lawsuit liability caps.
The conflict is likely to cause fireworks when the bill comes before Congress, possibly this week.
