The leader of a council watchdog has defended a decision not to name six festivals which could lose their grants.

Liberal Democrat Carlym Sandringham, chairwoman of the city council leisure scrutiny committee, said it was right not to name the festivals until organisers had been consulted.

The council has reviewed its funding for 19 festivals, including 10 it runs itself, according to whether they boost tourism, jobs or community …
