Montana-based environmental advocacy group Northern Plains Resource Council (NPRC) claims in a study that a proposed coal-to-liquids (CTL) Fischer- Tropsch diesel project backed by Montana Gov. Brian Schweitzer (D) would cause unacceptably high plant emissions and drain scarce water resources.
