Negotiations with the central government over constitutional reform should be conducted by democrats seen as acceptable to Beijing, according to the Article 45 Concern Group and the Democratic Party.

The call came as a motion calling for the government to set a timetable for the introduction of universal suffrage, and a ban on appointed district councillors choosing the chief executive in 2007 and contesting six Legislative Council seats in 2008, was defeated in the Legislative Council last night.
