Many federal regulations are supposed to make our lives safer. But American Enterprise Institute scholars Hahn and Lutter and Harvard Law School professor Viscusi say they often make matters worse.
Risk analysts commonly assume each additional $15 million of a nation's wealth equals one saved life (wealthier nations have more money to spend on doctors, exercise equipment, and healthy foods). Using this standard, Hahn and his colleagues looked at all safety regulations created by Washington between 1981-98, then selected those in which 90 percent of the benefits claimed were due to increases in the number of lives saved.
