If the idea were to convert a modest thoroughfare into a clogged mass of stop-and-go traffic, and then to steer some of that traffic past an elementary school, then the concept is realized on Dearborn Street in Englewood.

Of course, that wasn't the idea.

The idea was to revitalize Dearborn's old business district, which over the years had fallen into disrepair. Sarasota County planners asked for suggestions from everyone. And, they came up with a plan most people liked, employing a mix of public and private dollars.

The county planted trees, installed benches, put in brick crosswalks and relaxed zoning. New businesses…
