If there's anyone who knows the crisis Greater Sacramento is facing with traffic congestion and air pollution, it's Martin Tuttle. He's head of the Sacramento Area Council of Governments, which plans transportation projects. His agency says traffic jams will be four times worse in 20 years than they are now. And that's after spending some $15 billion on the area's transportation system.
