A last-ditch effort to repeal term limits is tearing apart the City Council.
A group of legislators, led by the council's black and Hispanic caucus, has prepared legislation that would amend the City Charter and allow all council members to seek re-election this year.
But the move is strongly opposed by Council Speaker Peter Vallone, who fears term-limit repeal could torpedo his mayoral ambitions. The measure also has little support among council members who are running for other offices this year and members not yet affected by term limits.
