Tackling persistent offenders is key to improving effectiveness in the criminal justice system, Home Secretary Jack Straw said today.
The criminal justice system needs to catch, prosecute and sentence hardcore persistent offenders more effectively, Mr Straw told the Social Market Foundation.
Initial Home Office research findings suggest that around 100,000 persistent offenders are responsible for perhaps half of all crime.
