WASHINGTON -- Jan-23 -- (CongressDaily) Wasting no time in pushing for his tax cut, President Bush gave his blessing to Monday's proposal by Senate Banking Chairman Gramm and Sen. Zell Miller, D-Ga., for a $1.3 trillion measure based on the president's campaign pledges. But Republicans already have begun to recognize that legislative processes and complicated political dynamics will make stunning victories on taxes or any other issue difficult in the storied "100 days."

"The window is closing quickly," said an aide to one senior House Republican. He said Bush's honeymoon might be brief, and the process of developing a bipartisan consensus could be lengthy. House Majority Whip DeLay acknowledged Monday that he "has no idea" how Bush and congressional leaders would proceed…
