WASHINGTON -- Jan-23 -- (CongressDaily) Wasting no time in pushing for his tax cut, President Bush gave his blessing to Monday's proposal by Senate Banking Chairman Gramm and Sen. Zell Miller, D-Ga., for a $1.3 trillion measure based on the president's campaign pledges. But Republicans already have begun to recognize that legislative processes and complicated political dynamics will make stunning victories on taxes or any other issue difficult in the storied "100 days."
