The U.S. Supreme Court stayed out of a dispute over a Georgia county's affirmative action program for awarding county contracts. The Court, without comment, turned down Fulton County's argument that a lower court went too far in issuing a permanent ban on the use of racial, ethnic, or gender goals. Fulton County adopted its first affirmative-action program in 1979 to remedy what the county's lawyers called a long history of discrimination.
