During the 1999 legislative session, the Legislature found that deregulating professions and vocations where appropriate could reduce government bureaucracy and red tape. Consequently, Act 254, Session Laws of Hawaii 1999, directed the auditor to conduct a sunset review of the regulation of barbering and beauty culture.
