In the debate over school choice, hard estimates of how much money families would save if government tax credits were available for primary and secondary education expenses have been lacking. Olsen and Dan Lips of the Cato Institute and Carrie Lips of Harvard University report here that even a small tax credit could save families billions of dollars.
The authors propose allowing a $500 education credit on federal income taxes, available to everyone. Taxpayers without school-age children could donate their tax credit to a qualified scholarship organization, which would then use the donated funds to provide scholarships for children from low-income households.
