The 1995 farm bill, called "Freedom to Farm," was supposed to be the end of all farm subsidies. It was to be the coup de grace to welfare kings driving John Deere tractors, the end to what I once called, describing my own family's situation, "four generations of middle-class welfare." What a fine idea it was. The freedom to plant whatever we wanted, as farmers followed market signals for the first time since the 1920s. Gradually declining payments, so farmers could wean themselves from the government teat. Expanded efforts on trade, so that the world market would absorb the inevitable increase in production.
