On June 28, Secretary of Defense Donald Rumsfeld sat meekly in his chair as Senator Pat Roberts of Kansas harangued him over Air Force plans to cut back the B-1 bomber force. Roberts represents McConnell Air Force base in Wichita, which hosts a B-1 bomb wing and 1,200 full- and part-time personnel. "I am discouraged, I am frustrated, and I am angry," Roberts said with a cold stare. Senator Max Cleland of Georgia was equally perturbed, saying the proposed retirement of the planes "stinks like a mackerel."
