In early August, the U.S. Senate rejected by a vote of 65-33 an amendment that would have given the Department of Housing and Urban Development $15 million to continue its gun buy-back program. Missouri Republican Christopher Bond denounced the program as "feel good" legislation that had little effect on crime. Others agree.

Garen Wintemute of the University of California describes buy-back programs as "a triumph of wishful thinking over all the available evidence." "The guns that get turned in in buy-backs are simply not the same guns that would otherwise be used in crime," reports Harvard University researcher David Kennedy. "It probably has less effect on people with criminal intentions," admits Naomi Presse of The Brady Campaign to Prevent Gun Violence. Josh Sugarman of the Violence Policy Center notes that"gun buy-back programs have very little effect on death and injury." Over 70 percent of police officers shrug off such efforts as a "public relations ploy."
