According to a recent report by the National Conference of State Legislatures, only 5 percent of the nation's landmark tobacco settlement money is being spent on smoking prevention. The settlement was meant to compensate states for health issues related to smoking. Although it was not specified what the funds were to be spent on, state attorneys general expected the money to go toward the prevention of smoking and tobacco addiction.
