SHORT FILMS and news reports are rarely if ever reviewed in the mainstream media. This is hardly surprising. Background material on news items is hard to come by, even when the "report" is really a documentary, while short films are usually apprentice works by fledgling film-makers, and no one wants to be discouraging. But David Brill's documentary Malawi and John Merkel's short film The Quality of Mercy are both major works that warrant close examination.
