Hoping to ride on momentum gained at the World Summit on Sustainable Development (WSSD), held six months prior in Johannesburg, South Africa, almost 1,000 delegates, representing more than 130 countries, gathered for the 22nd session of the United Nations Environment Programme (UNEP) Governing Council and fourth Global Ministerial Environment Forum (GMEF). The week-long session took place in Nairobi, Kenya, UNEP headquarters, from 3-7 February 2003.
The UNEP Council is made up of 58 member States that serve four-year terms, with the following geographic distribution:
