Jurisdiction over the industries covered by the Telephone Consumer Protection Act of 1991 (TCPA) is shared by the Federal Communications Commission (FCC), which regulates telecommunications carriers and their networks, and the Federal Trade Commission (FTC), which has broad authority in the consumer-protection arena. Recent actions by both agencies suggest that they are making substantial progress on a coordinated approach to addressing consumer concerns over intrusive telemarketing.
