Indy Racing League competition boss Brian Barnhart said he will not help a lagging engine manufacturer with rule changes-can you say NASCAR?-but he will let the afflicted help itself (AW, Feb. 24).

``We would allow a resubmission of designs in the closed areas of development,'' Barnhart said. ``But we will not allow engine manufacturers to have different rev limits.''

Based on several preseason open tests, there has been much speculation that Chevrolet is behind Honda and Toyota some 40 to 50 horsepower. The top Chevy (Sam Hornish) was 12th fastest at California Speedway, where raw speed is the difference between success and failure.

But as Barnhart noted, the Chevys were closer to the Japanese newcomers in subsequent testing at Phoenix and still closer at Homestead. Yes, those are tracks that emphasize car handling, but it's a sign Speedway Engines and Team Menard are closer to getting their engines to perform better, Barnhart said.

``They're not far enough out of the hunt for anyone at the IRL office to think about rule changes,'' he said. ``They were fourth and seventh out of 21 cars at Homestead, so it wasn't like they were 20th and 21st.

``You've got to remember also that they're not asking for help. They've identified three or four areas to work on, and they should do nothing but get stronger in the next couple of months.''
