Six years ago, Marsha Kolb says, her family installed low-flow toilets and shower heads, replaced turf with low-water plants and ripped up more grass to install a carport.

But still the family has not qualified for rebates under Albuquerque Mayor Martin Chavez's water conservation policies.

"Why?"

Chavez was stumped when the Northeast Heights grandmother posed that question Thursday during a public forum on water policy issues.
