The 48-hour-access target will be part of the priced GMS contract, due to be revealed this week.

But the pensions issue, the ending of out-of-hours work and forced allocations were still to be resolved as GP went to press.

Sources close to negotiations say a 'third way' compromise has been reached on the access target, backed with incentives for GPs. It also appears likely that GPs will be offered the 25 per cent pay rise predicted last year (GP, 22 July).

But ministers may seek to downplay this in the light of sensitivity over public sector pay.
