SANTA FE Gov. Bill Richardson has removed Julian Luna from his position as Motor Vehicle Division chief.

The governor said Tuesday he is disappointed and concerned that Luna did not come forward immediately with news that he had been arrested on charges of drunken driving while driving a state vehicle in 1993.

The arrest yielded no conviction because the arresting officer was outside his jurisdiction in Belen.

Luna, a former director of the state Racing Commission under Republican Gov. Gary Johnson, will now be demoted to deputy director of that body, taking a cut in salary.
