No wonder President George W. Bush has long since stopped using the term when speaking about school choice. According to a recent study sponsored by the Teachers' Insurance Plan, about 65 percent of the roughly 1,000 people surveyed by phone said they would not support a national school voucher initiative. TIP, an auto insurance program tailored exclusively for educators and their families, sponsored the study partly in an effort to boost its name.
