No wonder President George W. Bush has long since stopped using the term when speaking about school choice. According to a recent study sponsored by the Teachers' Insurance Plan, about 65 percent of the roughly 1,000 people surveyed by phone said they would not support a national school voucher initiative. TIP, an auto insurance program tailored exclusively for educators and their families, sponsored the study partly in an effort to boost its name.

About 58 percent of respondents said they would prefer to see "their tax dollars go toward public schools than to a voucher program," and 35 percent of those …
