Toronto-based food services giant Cara Operations Ltd. is buying the 34.6% of the Kelsey's restaurant chain it doesn't already own for C$60 million from founder and CEO Paul Jeffrey. Cara, which owns the Swiss Chalet, Harvey's, Second Cup and Montana's Cookhouse chains and operates the Outback Steakhouse Restaurants as a franchise, bought control of Kelsey's in 1999.
