The family only chose the Hotel Varshava in Golden Sands because the brochure said it had a pool.
School kitchen assistant Debbie Rooney and husband Phillip paid GBP1,942 for a two-week stay with children Charlotte, 14, Liam, ten, and Niall, seven.
Ilkeston magistrates yesterday ordered Balkan Holidays to repay the family in full.
They also imposed a GBP1,000 fine with GBP1,658 costs.
Mrs Rooney spent a year seeking compensation and then alerted Derbyshire Trading Standards.
She said: "There was no pool, just waste ground covered with weeds.
