In early November, the Council of Europe approved an annex to a computer crime treaty that would criminalize publishing material online that "advocates, promotes or incites hatred [or] discrimination." The European Commission (EC) has also unveiled the "Princip Project," described as "a multilingual system for detecting racist and revisionist documents on the Internet."

"Princip will set up a multi-agent system that will combine new and existing linguistic software into a permanent inspection of the Internet, resulting in a continuously updated list of harmful sites," explains a prospectus for the EC's "Internet Action Plan." Princip will provide European Internet Service Providers with the means "to filter and block racist Internet sites" as part of the ongoing struggle "against racism and xenophobia on the Internet."
