On November 15th, before adjourning for the year, the House of Representatives voted to establish an independent commission to investigate the 9-11 terrorist attacks. The legislation passed overwhelmingly, by a vote of 366-3 in the House, followed hours later by a voice vote, without debate, in the Senate.
Private citizens will comprise the bipartisan, 10-member commission: five Republican appointees and five Democratic appointees. President Bush will name the chairman; the Senate Republican leader, Senate Democratic leader, House speaker, and House Democratic leader will each name two commissioners; and the Democratic congressional leaders will jointly pick one commissioner. A key provision of the legislation requires the approval of Sen. John McCain (R-Ariz.) for one of the two commissioners appointed by the Senate Republican leaders. Together with Sen.
