It's been just a few short days, and Iraq has already violated Security Council resolution 1441 -- twice. It violated the resolution in the very letter that purported to accept it. The resolution required Iraq to comply "fully"; Iraq responded that it would comply only to the extent that arms inspectors respect Iraq's "security, independence, and sovereignty."
The second violation occurred two days after Iraq's "acceptance," when Iraq fired on U.S. and British aircraft patrolling the southern no-fly zone -- despite the resolution's order that Iraq cease hostile actions against Security Council member states enforcing prior Security Council resolutions.
But the true test -- for both Iraq and the Bush administration -- comes on December 8. That day, the 30th day after the passage of Resolution 1441, is the deadline for Iraq to provide the Security Council with a complete and truthful description of every weapon of mass destruction in its arsenal and every delivery system. The resolution defines any untruth or any omission in this inventory as a "material breach" -- that is, a justification for war.
