The U.S. Supreme Court has agreed to decide whether public libraries be required to censor sexually explicit Web sites from their PCs in exchange for receiving federal funds.

On May 31, 2002, the Children's Internet Protection Act was ruled unconstitutional in a unanimous vote by a federal court in Philadelphia. (see 'Online Libraries and Microcomputers' June 2002 p.2) The three-judge panel held that CIPA is unconstitutional because the mandated use of blocking technology on all computers will result in blocked access to substantial amounts of constitutionally protected speech. CIPA is Congress' third attempt to protect children from Internet online pornography.
