Civil-rights activists in Malaysia don't get many chances to celebrate. Their campaign against the Internal Security Act, a 1960 law that allows indefinite detentions without charge or trial, has never had much success, even in the days when civil rights were higher on the U.S. agenda. So when news of a breakthrough arrived in September, they were jubilant. Malaysia's federal court, in a landmark decision, ruled that the long-term detention of five political activists--all close to the opposition party set up by the jailed former deputy prime minister, Anwar Ibrahim--was unlawful.
