The Russian government's pipeline export commission (MVK), headed by vice-premier Viktor Khristenko, met this week to reshape the mechanism for awarding additional crude export allocations. The move represents another step in MVK's campaign to improve the transparency of the export process.

The anti-monopoly ministry will now take a leading role in fighting oil companies' attempts to win extra export allocations unfairly. Most of the large oil firms indulge in the practice of trying to ramp their allocation up by claiming output increases that later fail to materialise.
