Dodd Proposes Big Program For Children of Substance Abusers

Legislation (S-2820) by Sen. Christopher Dodd would establish a range of new federal services for children of substance abusers and pregnant women, including revisions in the alcohol, drug abuse and mental health services (ADMS) block which would double the set-aside for women and set a goal of "treatment on demand" for pregnant women and women with children.

Dodd's bill, entitled the Children of Substance Abusers Act, has been incorporated into omnibus drug legislation by Sen. Edward Kennedy (D-MA), Chairman of the Senate Labor and Human Resources Committee. The Committee was scheduled to mark up the bill …
