The Bush hard-liners were in an "I told you so" mood. As the White House was pulled into the multilateral machinery of the United Nations- -and Iraq threw a monkey wrench in the works by abruptly agreeing to U.N.inspections--the hawks of the Don Rumsfeld-Dick Cheney Axis of No Evil nodded their heads knowingly: this is just what we wanted to avoid. By going through the United Nations, the administration is guaranteeing itself long months of negotiations with allies (and public dickering with Iraqis and Arabs) before it can strike.
