California developer stakes claim in city with Las Colinas purchase

A seasoned California developer has made his entry into Texas with the purchase of a 232-unit apartment complex near the University of Texas at San Antonio.

James F. Garro, doing business locally as San Antonio Las Colinas Ltd., has purchased the Las Colinas apartments for $3.4 million, he said during a telephone interview from his office in San Diego. The purchase marks the developer's entry into the Texas market, he said.

"We think there's some very good bargains out there," Garro said. "There's a lot of good real estate investments."
