Joe Valles isn't a member of the planned growth advocacy group 1,000 Friends of New Mexico.

He isn't a developer either.

Although he's known at City Hall as a guy who waged a losing war against the giant commercial development West Bluff near his West Side neighborhood, Valles said he's among the people in the middle of the proposed Planned Growth Strategy ordinance, people who he says want reasonable growth for Albuquerque.

"I don't think it (the city's planning debate) is about extremes like that. I think it's about how development can work for average people," said Valles, a dentist. …
