Europe's Mr. Fix-It.(Javier Solana )
One night in January, Javier Solana went to dinner in Berlin with the German foreign minister, Joschka Fischer. In the middle of the meal his cell phone rang. It was Colin Powell. Would the secretary of State mind being put on speakerphone, asked the High Representative for European foreign policy. And so Fischer listened to Powell and Solana chat, as they've done at least twice weekly since September 11. "Joschka didn't know which was more impressive," says a diplomat in Brussels, laughing as he recalled the moment, "Javier's contacts or his technological skill with his mobile."
