DAVAO CITY - By and large, the government's four-day workweek program should promote and generate informal sector activities. However, the impact of this experiment can hardly be measured and thus the government will find it difficult to gather data come July to show that the scheme actually worked.

Contrary to arguments presented by its critics, the four-day workweek should have beneficial effects on the economy, especially if it was carefully planned and the support measures were in place before it was launched. Unfortunately, such conditions were not present when the new schedule took effect this month.

A concerted effort by the bureaucracy, including an information campaign, should yield significant results. …
